China and the United States announced friday that they have reached a first-phase trade agreement just before new tariffs come into effect on Sunday, which would have affected the mass of consumer products, including popular electronics such as smartphones and laptops. The agreement will also reflect China`s efforts to impose civil and criminal punitive damages for violations. China`s State Council tariff committee announced Thursday that it has declassified the second set of U.S. products that will be excluded from the first round of additional tariffs. The exemption applies for a year from December 26, 2019 to December 25, 2020. However, the agreement will continue to apply tariffs on $250 billion worth of Chinese goods. Trump also said he would introduce new 25 percent tariffs on additional $325 billion worth of Chinese goods, which would essentially cover all remaining Chinese products. Trump says the tariff increase is taking place because the Chinese side is trying to „renegotiate“ the trade deal and falls back on its commitments. In response to the delay in tariff increases expected by the United States to October 15, the Xinhua news agency announced that China`s National Development and Reform Commission and the Ministry of Commerce will exclude imports of U.S. soybeans, pork and other land holdings from additional trade war rights. Following the announcement by the Chinese Customs Commission, 696 U.S.
raw materials will be exempt from additional Chinese tariffs, as the Chinese government strives to meet commitments made in the trade agreement with the United States. In a Reuters article in March 2019, the European Union shared many of the Trump administration`s similar complaints about China`s technology transfer policy and market access restrictions, and also said that European diplomats and officials recognized support for Trump`s goals, even if they disagreed with his tactics.  The mayors of Davenport and St. Gabriel, who have expressed a strong reliance on the agricultural sector, have expressed concern that the trade war would have on their cities.  China and the United States agreed to conduct high-level trade negotiations in Washington DC in early October, China`s Ministry of Commerce said. Trade teams from both countries will begin consultations in mid-September to prepare for these high-level discussions. „Both sides agreed to work together and take practical steps to create conditions for consultation,“ he said. Ning Jizhe, vice chairman of China`s National Development and Reform Commission, warned that China`s expanded trade should not endanger other trading partners. The U.S. Treasury made China a currency manipulator after the yuan fell to 7 against the U.S. dollar, the lowest in 11 years, in clear retaliation for new tariffs that threatened to be applied to the rest of China`s imports.
